I don't understand why it's so hard to find cocktails that use anisette and cassis, both are delicious.

Would Pernod plus some simple syrup be a suitable substitute for this in cocktails?

No. Anisette is more intense in flavour and incredibly sweet. I don't think you will get close to Pernod and sugar.
