The Bobs bitters aren't to be found anywhere in the Netherlands and there's no website that ships to here at the moment. Is there any other good bitter I could replace it with? Or if I use Diplomatico Planas instead of Havana, can I also leave it out?

You can omit the bitters whichever rum you use. Won't taste the same but should still taste great.
