I have made this with a couple of table-spoons of loose tea leaves. Tea leaves are much better than tea bags in my view as tea bag tea is ground for quick brewing, not for flavour. About 30 minutes but can easily run to 1 hr with a 700ml bottle of gin works.
I also prefer Lapsang Souchon tea, with its smokiness as better than Earl Grey. Darjeeling also works but is similar to Earl Grey.
