could anyone tell me it's a Nalewka with vodka as the base or a vodka with honey flavor?

Most liqueurs are based on a neutral spirit which is what vodka is. They are then flavoured with sugar. Old Krupnik is a liqueur based on vodka but is sweetened with honey rather than sugar.
