I have an easier method:
Put the water and gum arabic powder in a tall container and use an immersion blender to mix it.
Add half the sugar, and blend again to dissolve some of it.
Add the rest of the sugar, and blend for about a minute.
Pour the mix into a bottle, and shake it until the sugar is dissolved.
The syrup is now very aerated, but it will clear up completely overnight.
No heat is required.
