i was wondering whether Fernet Branca is indeed a liqueur in the legal (rather than the colliquisl) sense as it seems to have less than the minimum amount of sugar mandated by EU. could this be confirmed

It is likely to be Slavonian rather than Slovenian oak. Slovenia is a country, while Slavonia is a region of Croatia well known for its high-quality, dense oak wood that was traditionally the material of choice for the Veneto master barrel builders. Traditional Barolo barrels were also built of Slavonian oak.
